JOB PURPOSE:

To plan, coordinate, and implement all aspects of recruitment and manpower planning across Dubai Chambers, ensuring alignment with organizational strategy and workforce requirements. The role is responsible for developing and applying best-in-class recruitment and manpower planning practices to attract and retain top talent, support Emiratization targets, and enable Dubai Chambers to meet its short- and long-term operational and strategic goals.

KEY ACCOUNTABILITIES:

Recruitment Process

  • Collaborate with sector heads and department managers to understand workforce needs and translate them into effective sourcing and recruitment strategies.
  • Manage the full recruitment lifecycle within the Human Capital function, including raising requisitions, publishing job posts, screening applications, coordinating interviews, and managing the offer process.
  • Lead the recruitment process for critical, senior-level, and confidential roles, ensuring alignment with Dubai Chambers’ organizational priorities and HC strategy.
  • Ensure a seamless and professional candidate experience, reflecting the values and employer brand of Dubai Chambers.
  • Develop and maintain strong relationships with external recruitment agencies, academic institutions, and professional bodies to strengthen the talent pipeline.
  • Ensure all recruitment documentation (e.g., job descriptions, interview records, offer letters) is maintained accurately and in compliance with HC policies.

Recruitment Systems

  • Lead the review of relevant job descriptions, employee qualifications, application forms and other HC recruitment process documents to establish recruitment guidelines and standards which ensure consistency and effectiveness of the recruitment process.
  • Provide training on recruitment methods, policies and procedures to enable relevant stakeholders to become an active and effective participant in the recruitment process.

 

Workforce Planning

  • Support the development and execution of short- and long-term workforce plans.
  • Maintain and monitor headcount reports, vacancy tracking, and organizational staffing levels against approved manpower plans.
  • Analyze workforce data and labor market trends to support proactive planning and HC decision-making.
  •  Review organizational structure and provide input on workforce alignment, resource optimization, and talent deployment.

Onboarding

  • Manage the complete onboarding process to ensure smooth and timely joining of new hires.
  • Coordinate with internal relevant departments to ensure workstations, email access, and tools are prepared before joining date.
  • Conduct onboarding session welcome and guide new hires through their first day and provide necessary support during the initial period.
  • Ensure all required documents are sent to be completed & signed and saved in the employee file.

 

Emiratization

  • Support Dubai Chambers’ Emiratization goals by helping to attract, hire, and retain qualified UAE Nationals.
  • Build and maintain a pipeline of high potential Emirati candidates aligned with current and future business needs.
  • Collaborate with Development team to support the career progression and retention of Emirati employees.

QUALIFICATIONS & EXPERIENCE:

Minimum Qualification

  • Bachelor’s degree in business administration, HR, or relevant field

 

Minimum Experience and Skills

  • 1-2 years of progressive experience demonstrating progressively greater responsibility
  • High command of English & Arabic (read, spoken, written)
  • Excellent knowledge in MS applications
  • Knowledge of Labor Law and regulations
  • Knowledge of HR Information & Systems
